When do basketball recruits start getting college offers? NCAA rules appear to say players can’t be contacted by schools until beginning of Junior year. Do any players make verbal commitments in Junior year, understanding that written commitments aren’t until senior year?

Yep Bryce James (Lebron’s younger son) is a sophomore and already has at least one D1 offer

NCAA D1 and D2 rules are no contact until September 1 of the student athletes junior year. D3 has o such rule but D3 can not offer athletic scholarships only academic.
