Legal ID for senior giving up her driver's license (DC)

My 84yo mom says she's ready to give up driving. I'm thrilled that she's made this decision on her own, with no prompting from me, but I want to be sure she still has legal ID after her license expires, including Real ID-compliant ID for travel.

What's the best solution—renew her passport? Non-driver's ID from DC? Anybody converted a DL to non-driver ID in DC and know how complicated it is or isn't? I'm thinking a card-sized ID for things like showing at doctors' offices would be sensible instead of or in addition to a passport.

Non-driver's ID. Very common.

If she does not plan to fly internationally she can use the passport renewal application and just get a passport card for $30 instead of getting the passport book. It will last 10 years and you won’t have to deal with the DC DMV.
