Why TF is there no cell service in downtown Rockville?

WTF! I just spend an evening where you would swear I was in Culpepper (no offense Culpepper). I'm in the new building section of Rockville and Verizon has 0 signal. No more than 1 bar standing outside looking for it.

Coverage is engineered to provide service in most places people are, most of the time. It's not 100%. It's like illumination from streetlights. Does it cover well? Yes. Everywhere? No. All the time? No. Lights can can burn out. Cellular base stations can fail until repaired. You were unlucky.

Culpepper has good cellular coverage, in my experience.

NP here. I often have same issue with Verizon in Alexandria, even in my own house.

Been on the phone no less than 10 times about my coverage at home. 8 calls dropped home and other places while tryin to resolve my coverage issues. They said I could get a amplifier in my house - taken over a week and still don't have it. Can't get over paying $200+ for cell service and my phone doesn't work in my house. Lived here for almost 10 years. With Verizon for 20. I don't think I can stay.

I'm in Loudoun county (not a rural part) and don't have cell service at my house. It drives people crazy when visiting me and we always just have to put people on our WIFI. I've had people come to pick up stuff on facebook marketplace and they can't pay me and I just have to trust they'll pay when they drive away. Drive 1/4 away and there's cell reception. We're near the Potomac, so I assume we're just at the edge of a cell tower radius. It's a problem with ATT, Verizon and TMobile, not just one of them.
