Outdoor eating

Couple of time recently when eating out in an outdoor space at a restaurant, I have been approached by panhandlers. Who's responsibility is it to make sure this awkward situation doesn't happen. I have started to make sure I am not seated outside, unless it's within the restaurant property, meaning in the street. I am not blaming the unfortunate person who ends up in the street, but it's not pleasant. I am asking because more jurisdictions are allowing it now and with the weather getting nicer, this is only going to increase.

This is exactly why we no longer do Yardbird in downtown DC.
