Incident Tuesday morning in Barnaby Woods area - car was hit

I was driving in the Barnaby Woods area (could have been in MD, following Waze home from an early doctor's appointment so I wasn't really paying attention) when the car in front of me hit another car. The owner (blonde woman) flagged me down and I told them I would drive ahead and try to get the license tag, which I did. I circled back around to find the owners but was unsuccessful, as I didn't know the area and the adrenaline was pumping so I wasn't paying close attention to what street I was on. I am not sure if I was in MD or DC, so unsure about jurisdiction for calling into the police. If the owners see this and want to reach out to Jeff, I will message him the details.
