I don't understand how waitlists work. In most cases you would get off the waitlist after May 1st. But by May 1st you also need to commit somewhere. Do you pay a deposit somewhere and then if you get off the waitlist in what is your top choice you tell the other school that you changed your mind? Is it ethical to do so?

Yes, you pay a deposit to the school that is next on your list. If you get off the waitlist for the other school, you forfeit your deposit and let the school know. They then let some happy kid in off their waitlist. This is considered part of the normal process and is ethical.
