Where to put excess liquid savings?

I just found out my husband has had a huge amount just sitting in savings doing zilch for years now. He doesn't stay on top of his money and he refuses to merge our bank accounts. What's the best way to make this money work for us at this time? CD or a treasury bond?

Treasury bills. Today both the 13-week and 26-week bills were over 4.8%, and the interest is state tax free.
