IB language exams

My DC took their assessment last week and got a 3. Apparently every person in the class got a 3 or lower except one person got a 4. Is this normal or do IB candidates typically get higher than 5? And does a 3 on the IB do anything to help with college credit?

Is this SL or HL? My kid is taking the HL next year and she said most of the kids who take HL are from bilingual parents.
