Why is Fairfield County not considered part of Metro New York?

Fairfield is excluded from the New York MSA, but is instead part of its own Bridgeport-Stamford-Norwalk MSA. Why is it separated out?

Usually MSA determinations are based on commuting patterns. So while some people in Fairfield do commute to NYC, it’s not most.

Stamford is in Connecticut that might have some bearing.

Ocean County (75 miles from Manhattan) is part of the New York MSA.

Probably because the New York MSA is actually the New York, Newark, Jersey City MSA
