Rules re PTA Event Selling Raffle Tickets

We are organizing a PTA-sponsored event at our school in a few weeks. We've secured some gift card donations from local restaurants and want to include them in a raffle.

All attendees will receive X number of raffle tickets but are there any laws regarding SELLING extra raffle tickets? We've checked with the PTA board, school and no one has a definite Yes/No answer.

The concern is that buying raffle tickets for a gift card (with a monetary value tied to it) increases your chances of wiling and could potentially seen as gambling.

Any have a similar experience or know of a resource we can consult?

PTAs can run raffles, but you have to get a raffle license from the county.
