How can WMATA hire off-duty MPD officers to increase security when MPD is short hundreds of officers

Also, doesn’t WMATA have their own large police force? Does the Metro Transit police do anything? They obviously need to do a lot to improve safety at transit stations but this doesn’t make a lot of sense.
