Can someone distill what happened re DC Council and Congress this week?

I am battling a cold and cannot concentrate on reading big articles but see lots of posts showing up in my Twitter feed about the DC Council and what an embarrassment they are because of something that happened in Congress. Could someone explain what's going down in a nutshell or point me to the thread that is probably on DCUM about this? Thanks for considering to help me understand.

Congress voted down both the lenient crime bill and the noncitizen voting bill in a bipartisan fashion in the afternoon after a Democratic Congresswoman was violently attacked in the morning.
