How much of a chance does a student with a waiting list number of 60 have?

I think there's a lot of movement. My kid was in the mid 30s and we got a call offering a spot in late Feb/early March. Ended up turning it down. I think a lot of people apply then decide it's not for them for various reasons - friends, sports, transportation, curriculum, etc.
