They were tracking the car by helicopter. The criminals initially heading to DC, presumably where they are from, but couldn’t evade the helicopter so they ended up driving it up to Baltimore where they felt they could safely ditch it. Baltimore has enough issues, you don’t need to also try to erroneously put this DC-based carjacking spree on that city as well. And it very much is a DC-centered phenomenon. |
