In June 2022, the FCPS 2022-23 Student Rights and Responsibilities (SR&R) were updated to include new expectations for cell phone use that are specific to each school level: elementary, middle, high, and secondary. The new cell phone expectations were established to help foster a learning environment that is conducive to learning.

High School model. Phones must be silenced and put away during all instructional periods. Phone accessories are also to be silenced and away when phone use is prohibited. Smart watches that serve a dual purpose may be worn, but the phone features (texting, Internet viewing, and calls) are to be off when phone use is prohibited. Phones can be stored in a locker or backpack during the day. Students are prohibited from using phones, tablets, and other mobile devices in restrooms and locker rooms, unless there is a medical necessity or emergency. Teachers may allow usage of cell phones for instructional activities when appropriate. Cell phones may be used on campus before the first bell, after the last bell, during passing periods, and lunches.

HS Teacher. The rule is is not enforced, admin won’t back teachers up because of parent complaints so the kids pretty much can do whatever they want.

+1 it was stupid of them to even try this rule at that level.

So parents complain about letting their kids use their phones while in school and techers "can't" do anything about it, however, when parents complain about teachers not grading work on time (meaning BEFORE the Quarter ends) Admin doesn't do anything about it????

I see...

Well, one of your examples interferes with instructional time. I’m not gonna waste 5-10 minutes of every single class to argue students about their phones.

Also without their phone how will they easily cheat?? It's ridiculous

HS parent - like everything else, it is wildly inconsistent. My son reports that some teachers don’t care and kids freely use them all through class.

He says most don’t care if they see it quickly if kids are sending a text but it’s not out in class.

He has one teacher who sends us an email and copies the principal and counselor every time she sees the phone at all, even if it’s at the beginning of class before the bell. She quotes the policy and says how they are not allowed.

No. But it is not enforced. So they all have them whenever they want, at least in the HS.

My kid is in MS and isn’t on her phone during the day. She is a rules follower though.
