Why does ACPS assume 2k student attrition in their staffing allocation?

I read a few articles where the acting superintendent proposes student attrition around the 2k mark. I don't see that happening? Or is that how they plan to solve the overcrowding at some schools and low enrollments at other? I looked at the budget for each school and many propose to eliminate classrooms in multiple grades and teaching positions. Can someone explain to me their modeling?

My FCPS high school is stalking about how all incoming classes for the foreseeable future are smaller than the graduating class.

It is the only way to balance the budget. The numbers will continue to rise as the immigrant population steadily increases in the sanctuary city.
