Yes.

On school devices? No. Personal devices. Yes. At least for my HS kid. The MS teachers have more of a lockdown on devices but it does happen here and there..

Now I chat with my coworkers during meetings at the office
Not every moment is a rich educational experience and social bonds are important too

passing notes is no way equivalent to the constant barrage and screen time/distraction of devices in this day and age. not even close.

Our private HS bans the use of cell phones in all academic buildings. Detention is given if they are even seen out. Yes, they all have their own laptops but the cell phone ban and the more awareness by the school of the problem is night and day from when they were in MS and the kids were on laptop and phones literally all day long, and at lunch, etc.
