| They'd have to raise taxes to provide their own city services. Rockville has its own city services, and residents pay for that separately via property taxes to Rockville. |

OP, the town is already incorporated. I mentioned in the thread about adding multi-family apartments to Potomac that I sit on the HOA which effectively is a de facto city council. |
