The most important decision makers for I-270 is the state. The county is important in the sense that politically it would be better to have them on board, however the state can go ahead without the county’s support. Raskin can help support the project at the Federal level but he has no ability to veto it. So he’s less important than the county. That’s about it. It’s all in Wes Moore’s hands and Wes Moore claims that he’s pro-business and I’m sure that he doesn’t want to lose Frederick County support as he wants to get re-elected so it is going to happen.
It will take longer than necessary and as a result cost more than it should because this is Maryland. But it will happen. My suspicion is that it they will flip the phases. So what was previously Phase II from Germantown to Urbana will probably go first.
