Is this a peri menopause thing?

I had very predictable symptoms before my period that gradually got worse, with the biggest one far and away being depression. For maybe 12 hours before my period, every month I would be an absolute mess. Plus also I’d retain a lot of water and then for like 24 hours pee nonstop.

Now, all of a sudden, I have the same symptoms but sometimes my period doesn’t come and sometimes it comes like a week later. The not coming doesn’t surprise me but the waiting a week is just weird. Or is it normal?

Yes. For me, periods and all of the accompanying side effects happened but each started keeping their own schedule.

Side .note: my depression increased during perimenopause and I went on an SSRI which was a huge help. Pay attention and if it gets worse, talk to your doctor about it. It's not uncommon.

Normal if you have PMDD. Look it up.
