AAP, Level III (part-time) vs Level IV (full-time)

DD, a rising 4th grader, didn't get into AAP full-time so I mailed documents to appeal last week. (the deadline was 6/1).
Yesterday, we received a letter from her school saying that she is eligible for the school-based Level III part-time AAP program and that we need to let the school know by 6/18. I want to wait until I hear back from the Central Selection Committee about our appeal. But now I'm thinking, does this (getting a letter about Level III) automatically means that our appeal has been denied???

Level III is made at the school level, level IV is at the district level. The level III eligible is not aware of the status of the level IV

And I think you can accept the Level III placement at the school for now, but then accept the Level IV if your appeal is successful.
