Why does my MoCo ballot have a question about Howard County?

I have a MoCo mail in ballot. Does anyone know why there is a question about the Howard County Orphans Court on my ballot? Why should I have a say in this matter?

Because it's a question about a Maryland state constitutional amendment. Page 52 of the LWV guide has some good background:
