You want the carpet to be under the chairs when you sit on them. Depends on the size of the chair, size of people sitting on the chairs. So, try out the chairs and maybe go with the larger size carpet.

Probably 9 x 12

I'm kind of curious about this. I know the model homes all have this and it looks great, but to me, especially a family with kids, a rug under a dining table is so impractical.

The rule of thumb is that you want at least 36 inches around the perimeter of the table, which means the dimensions need to be a minimum of 132 x 156. So an 11 x 13 foot rug minimum. If you use 20 inches (which is not a lot!) around the perimeter of the table, then the rug dimensions will need to be a minimum of 100 x 124, which is a 9 x 11 rug.
