Why can't ACPS spend the pandemic funds?

Why isn't ACPS spending the pandemic funds? I understand it's a short term spending. But can they get after school tutoring for kids through teachers or private companies? Could we pay for low income kids to do recreation, arts, sports, music, clubs? Could we use the funds to fund free breakfast and lunch this year? How do I find out the restrictions on these funds and how much ACPS has spent?

There are a bajillion hoops to jump through and tons of paperwork to document daily. It’s a pain. My FCPS school is having a hard time using it too.

ACPS is $12 million in the hole. They are top heavy at central office, presumably the people who should be managing this. So the $54 million that was allotted to ACPS is just too much work? Economically disadvantaged kids' reading and math proficiency levels in the so-called "good" schools like George Mason, Barrett, and Brooks barely reach 30% and 20%. ACPS central office is too lazy to get the funds to help these kids?

Sounds exactly right.
