GW Parkway repair project/construction and traffic planning

My commute this morning was 3x longer than it was last week, due to repairs being done just after Spout Run. It appears that there were construction vehicles blocking the lane for maybe 100 feet, at 8:30am. The lanes went down to 1 for a brief time, then went back to 2 after those 100 feet.

Is there an exact timeline of the construction phases, and how long it lasts? I agree that the parkway is a great resource and in serious need of repair. However, it appeared that there was no construction being done. A short closing for the vehicles added an hour to most people's commutes this morning.

Does anyone know if construction is planned to be done overnight? Usually they reopen for the morning commute, but this morning was a nightmare.
