Wheaton and Rockville aren’t in DC and aren’t obscure either, but have excellent options beyond those found in DC proper.

DC is too small to have the kind of neighborhood you're imagining, IMO, but I do think that north 14th is underrated. Thip Khao as someone posted, but also Anafre, Little Cocos, and a lot of great taquerias, pho places, and pupuserias.
