APS - help me find this document/policy

I seem to remember the SB voting to reduce class sizes this past spring, but for the life of me, I can't find a policy document or budget material or even news article about it. Did I imagine this?

It was in the superintendents proposed budget, and I believe passed as part of the budget.

I found it at https://www.apsva.us/budget-finance/. Class size was reduced by 2 at elementary level (K-1 is now 24 max, 2-3 is now 26 max, and 4-5 is now 28 max) and by 1 at high school level.
