Transferring personalized plates from one car to another

Here's the scenario:

My household just went from three vehicles to two. I just sold Car A to a family member not in my household. I want to transfer the personalized license plates, which expire September 2022, from Car A to Car B. Car B's registration expires August 2024. How do I go about this? Will this require an appointment with the VA DMV? I assume I won't get reimbursed the ~6 weeks left on Car A's registration. Will I need to renew the registration for Car B under the personalized plates and then surrender the current plates for Car B and get reimbursed?
