Maybe not most underrated, but I think my DD got a decent education locally at at Bowie State University.

Honestly, I don't think this is the place to ask this question. I'm hoping this thread doesn't get toxic.

To answer the question though, I think most are underrated and underfunded. I do agree about Bowie State.
