If doing mail in using USPS it must be physically post marked (going inside post office) by 8pm to count. I think that the first conclusions will be able to be made in like 4 days but we won’t have all results for 10-12 days including the close races |

The simplest thing for him to do might be to complete his absentee ballot and take it to an official ballot box. I believe that every voting site also has a ballot box. |
