Goody has covered rubber bands and they come in a few colors.

The linked terrycloth ones also worked for my DD and Dollar Tree has them ! My child's daycare did not allow the clips as a choking hazard. |

If you go with elastic and cut out, we got little tools made for the job that were super helpful. Dont try it with anything else.
