What does this mean- "up to one week in advance"

Sorry, English is not my native language and this phrase is confusing me! When they say "reservations may be made up to one week in advance" do they mean that you can START making reservations one week before the event or that you must make your reservation prior to 7 days before the event?

It means you CAN make reservations one week before the event, but not any earlier than that.
