1. You chose to work downtown and live in Centreville.
2. If you drive all the way downtown, you need to pay for gas (50 miles round trip) and parking. This is not a feasible option for people on lower incomes anyway. 3. I-66 inside the Beltway is free during rush hour for those who choose to carpool. 4. Or you could drive to one of the outer Metro stations and train it from there. 5. What you’re really pissed about is that you’re no longer able to cheat and use 66 as a single driver without paying a penalty. |

Hybrid exemption was phased out, and when it was in effect, hybrid cars carried a significant price premium. The motorcycle exemption is not useful for the vast majority of commuters. |
