Sushi-ko in Friendship Heights has outdoor seating. Not sure if it is the "best" though.

There was a cute sushi place that I stumbled upon right before covid out near Herndon, VA. It had a nice stone patio near trees and little waterfall ponds. Dedicated parking lot. I wish I remembered the name. It wasn't the absolute best sushi I ever had, but it was quite good and in a lovely setting. I'd definitely go back if I was in the area.
