Slow DC vote counting?

The totals haven't changed since late last night, despite races having 27-40 percent of votes outstanding. Why can't DCBOE get it finished?

They are only waiting for mail in ballots, ostensibly sent yesterday. There can't be more than a few hundred, if that, ciity wide.

The “votes outstanding” is the number of mail in ballots sent versus ballots returned/cast. It’s effectively a measure of turnout and not a measure of uncounted ballots that have been cast.

Once a candidate has conceded a race, do they need to keep counting? Goulet already conceded to Frumin. The race is now over. Why not just draw a line under it and move on?

Gore actually won on votes, but the SCOTUS had intervened, making W the president.

Point was that Gore initially conceded and then withdrew the concession when the race tightened.

The board of elections are legally required to tally all legal votes, audit the vote counting process and certify the outcome. This process is independent of whether a candidate called another candidate and congratulated them.
