The “votes outstanding” is the number of mail in ballots sent versus ballots returned/cast. It’s effectively a measure of turnout and not a measure of uncounted ballots that have been cast. |

Point was that Gore initially conceded and then withdrew the concession when the race tightened. |

The board of elections are legally required to tally all legal votes, audit the vote counting process and certify the outcome. This process is independent of whether a candidate called another candidate and congratulated them. |
