Reading Maryland rules and it appears if want to collect from other vehicle that hits you has to be 100 percent other drivers fault. Even 99 percent other drivers fault not that enough. So is it rare to collect?

| Correct. It’s called contributory negligence. Just let the insurance companies fight it out. This is why you pay them. |
| I’ve never heard of % being assigned. You are either at fault, the other party is at fault. Or no fault can be determined. |
Well then, you have learned something new. Different states, different rules. |
46 states do it that way. Maryland is one of only 4 states with this rule |
| Maryland is one of four states that practices pure contributory negligence. If a victim is found to be even 1% at fault for the accident, they are responsible for covering the costs of their damages. |
Not in CA. Each driver can be assigned any percentage. It likely depends on the rules of your state. |
If you’re 1% at-fault, you’re not a victim. You’re a contributor to damages. |
