TSP not debitting my paychecks for my loan - cannot get a human on the line

This is my 3rd TSP loan and first time this has happened. I just got a deliquency notice that TSP is not receiving my loan payments via my pay like they should. I admit I did not notice b/c its not a large amount per paycheck. I understand them coming to me to get the money that was not paid - but I can't really fix the fact they screwed up something on their end and its not being taken out of my pay. Has anyone dealt with this before? I cannot get anyone on the line at TSP, I just get put through the option menu then on hold forever waiting for my turn. I will discuss with my HR tomorrow, but I find my HR to generally be...not helpful. I can pay it directly until this is fixed but its inconvenient since it is supposed to be a payroll deduction.
