Probably they do not know whether their child will be challenged since all too often in DC teachers have to deal with a multitude of students functioning years behind other students who are on or above grade level. Then there are the behavioral problems.

Not the PP but that's when the testing grades begin, so you start getting specific feedback on your child's cohort.
