| What would you recommend? She is a poor (closer to terrible) driver but will have to start driving for work/school related stuff in Cali. Safety and reliability are two most important factors... and, of course, price. TIA |

Agree with the above - if someone is a terrible driver, they should not be driving period.
But to your specific question, a honda insight is a hybrid with top safety ratings. |
