Don’t you think it’s tacky when schools run YouTube ads?

I do. Seeing ads for UMD master’s degree, USC, Columbia, Pepperdine and others. That used to be a tactic reserved for U of Phoenix type schools.

I think the use of "tacky" suggests that perhaps you're not the target demographic for these things.

I see it as schools leveraging new media that can be compelling to the instagram and you tube generation. It's here to stay.

Youtube is where the kids are. My kids are addicted to it so it makes sense to me

YouTube ads follow algorithms based on what Google knows about you. If your probation officer has to constantly track you down, or you are incessantly googling how to game the system, you might get more ads from the U of Phoenix for people looking for a second chance.
