that was caused by leaving a a dump truck, with no lights on or flares to warn of, on a SE/SW Freeway at night ???

The dump truck was placed there to potentially thwart some type of extremely unlikely shut down of the city attempt by some truckers.

It was parked in the exit... in the triangular area in front of where they usually have yellow or orange reflective plastic containers full of sand to protect drivers.

At 6:45, it was barely dark. And that area is well-lit. The fault lies entirely with the now-deceased BMW driver. RIP

It was on a shoulder. If it hadn't been there, the out-of-control driver may have struck the orange barrels and still careened into another car. Who knows? How can the truck be at fault when the speeding BMW lost control and hit it?

I don't think the dump truck was on the shoulder... it was in the "fork" where the exit splits off from the freeway.
