8th Graders Playing HS Soccer?

We got transferred to DC last July and settled in Alexandria. DD is a sophomore and tried out for Soccer. She didn't make JV (or Varsity, obviously) but today she heard through a class mate that some 8th graders from a middle school in the city were offered spots.

How is that even possible? How can the HS refuse her a spot on a team, only to offer a spot to a kid that isn't even enrolled in the school? The 8th grader could conceivably play soccer for the HS for 6 years?

Am I missing something? We have lived all over the country (and have two other kids that are done with HS) and we have never heard of this before.
