Are wiper inserts the same thing as wiper blades?

You can but why bother. Replacement wipers are like 10 bucks at Walmart

Sure, if they have models that fit your car.

Wiper inserts are a part of the wiper blade. So if you change the whole blade, you are also changing the insert.
