APS Free and Reduced Lunch

This article cites the number of kids in the APS virtual program at 60%, but no one has filled out that paperwork in the last 2 years, right? Are they just using the old percentages for the kids in 2-12 and extrapolating to the K-1? I'm just curious since we like to argue about the poor kids so much and we don't actually have an up to date proxy for that anymore.

Families may have submitted it for other reasons, such as to apply for VPI in the past couple of years, or to qualify for reduced cost extended day this year.

Families that want to get a PEBT card still filled out the forms.
