There's a good argument to be made that in the face of Federal paralysis, climate action will increasingly devolve to the State level. California's environmental rules have had an outsize impact on car makers and other industry sectors. There's a lot that could happen within Virginia to help guide US climate policy, but it certainly won't happen over the next four years under this administration.
