Legislation comes from the Congress. If the Congress refuses to bring bills sponsored by the executive to the floor for a vote, then you force the executive to do what they can be legal means via Executive Order. That is why Obama signed the DACA EO. If Speaker Ryan had been willing to work with Obama at any step of the way on these issues, we wouldn't have had 6 years of presidency by EO, now would we?

No one claims republicans are entitled to 60 votes. You don't understand what negotiation means. Trump has no reason to make any concessions to Schumer as Schumer has no actual ability to pass anything. Schumer is on his own with this.

Schumer has no actual ability to pass anything, but he certainly has the ability to keep the government from re-opening. McConnell also has that ability, and both are using it.

Failing to bring bills to the floor for a vote is a legitimate Congressional function. If Trump was signing EOs to create programs for people to make applications to the government to do the exact opposite of what the laws prescribe because Congress didn't pass the laws he wanted, D's would call Trump a dicator.

You seem to be the one who doesn’t understand what negotiation means. Everyone in Congress except McConnell has been working to negotiate this mess. Trump either doesn’t know what he wants or he thinks doing 180s left and right is a successful negotiating tactic. Between the two of them and nearly the two of them only, they have only succeeded in shutting the government down.

Or let me help. Legislation requires 60 votes. The GOP has 51. As a result, the GOP needs to figure out how to get to 60. And as it is, 5 GOP defected, so really, the GOP needs to figure out how to get 15 more votes than what it had on Friday. Getting those votes means offering something as a compromise to democrat Senators to induce them to vote for your bill. They are not entitled to those 15 votes, they have to do a little work to earn them. That work is called negotiation. Negotiation means making concessions. Understand?

It's not McConnells either because why should McConnell try to pass Schumers bill? I.e. a cr which includes DACA. It's Schumers task to get 60 votes for the proposal Schumer wants, and they simply don't exist.

Trump has made nothing “clear.” He has literally changed his position on these issues in hours or days. McConnell is strapped because he doesn’t know what the president will sign. There are MULTIPLE routes to compromise here, and McConnell will not move forward. Even a no strings push to get 5 days and then get to bipartisan agreement was rejected by McC. Even a no strings bill to get military service members paid regardless, was rejected.







Trump will certainly sign a CR that doesn't include DACA. DACA can be left for another day. Schumer doesn't want to do that simply because on the merits of immigration reform as a stand alone issue, the left lacks support for what it wants to do. Thus Schumers play is to leverage a shut down to get an immigration reform bill that he would never be able to get on it's own merits. However this is not a matter of principle for schumer thus he has no sustainable negotiating position on the shut down. That's why he will cave but try to spin his caving as a win.


We will see who gets the last laugh on November 6. And I dare say Che knew more about governing and leadership than the shithole currently occupying the WH. Che didn’t need to payoff porn actresses.
