Question re selling car in VA that has out of state title

I have a vehicle I brought from out of state into Virginia and registered the vehicle and was issued license plates (about 18 months ago). Due to pandemic back log and getting letter from the previous lien holder stating that the car was paid off to my previous state DMV it took time for me to get the title.
Question: in order to either get rid of this old car and/or to buy someone who would want to buy this, do I need to register the out-of-state title with Virginia DMV to receive a Virginia title to sell/get rid? |

| If the out of State title is in your name, no need to flip it to a VA one. The buyer will need the lien release. |
