Is it just bad driving behavior or against law?
I pass slow cars, which cruise at below average speed but stay in the second lane from the right, on right when I need to exit soon. Should I move two lanes over to the left to pass these car? |
I think in Virginia it is legal to pass on the right in a situation that you describe |

| If you’re about to exit, it might be better to just chill out. But if there’s a really slow car in a middle lane, I think it’s okay to go by on the right. I think it’s okay to pass a slow car in the left lane too, but in each situation you just need to recognize that the situation is out of whack and be extra aware and cautious and prepared for the slow car to not see you and try to merge right. |

It's simple. First, you should not be in the left lane unless you are passing someone. Second, you should not be speeding. OP said they wanted to pass cars going less than "average speed" which I'm sure if faster than the speed limit. Obviously, they need a driver refresher course. |
