It's never too cold to be outdoors. However, a lot of people dress for going from the house to the car, the parking lot to school/work/store.
You won't be able to ensure all the kids are warm enough even if you say "Wear your warmest winter gear for Troy's outdoor birthday extravaganza! Hot chocolate and cups of soup will be served." |

I agree ice skating is an obvious choice.
If it is a small party, one of my kids once went to a friend's bday celebration where the parent took them to Mosaic, bought them dinner and gave each kid $20 or so to spend. They had fun going in and out of shops and figuring the best way to spend the $. These were girls, I have no idea if this would fly with boys. You could use any cutesy outdoor shopping area near you and eat outdoors if you include dinner. The kids could make their own decisions about going into stores and which ones to go in if Covid is a concern. |

| So no space for a fire pit? My son had friends over for hot dogs cooked in the fire pit last winter several times and it went well. I baked cookies. We set up a card table and the kids did everything. |
