You test them at the level they are at. Why on earth would you do anything else? And yes, Common Core IS causing this problem for special needs students. |
As someone who has administered both DC-CAS and MSA to students with disabilities, I can tell you that this is not a problem caused by Common Core. It is a problem that existed prior to Common Core since the establishment of NCLB. |
